you have to rise fletching lvl, which is p2p only skill...
you need a knife, logs, arrow heads (can be smithed with a metal bar), and feathers...

1. Use Knife on Normal Tree Logs --> Arrow Sharft
2. Use Feathers on Arrow Sharfts --> Headless Arrows
3. Use Arrow Heads on Headless Arrows --> xxxxx Arrow
